Lotto 47 - Game Rules
Effective January 5, 2016
Introduction. A Michigan Lottery Account on michiganlottery.com offers Michigan residents the ability to purchase and play select lottery games on their personal computers and mobile devices while located in Michigan. Available draw-based lottery games include: Powerball, Mega Millions, Lotto47, and Fantasy 5.
Definitions. As used herein, “website” refers to michiganlottery.com and any mobile version of or mobile application used to access michiganlottery.com; “online” refers to use of the internet or any other means to access the website; “account” refers to a Michigan Lottery Account registered on the website; “we,” “us,” and “our” refers to the Michigan Lottery, its agents, contractors, sub-contractors, and third parties involved in producing or delivering the website or services; and “you” or “your” refers to you, the player.
Acceptance. By purchasing a wager over the website, you accept and agree to be legally bound by all of the following terms. You also accept and agree that your purchase is subject to all: state and federal laws, Michigan Lottery rules, regulations, directives, procedures, and terms, and subsequent changes thereto. If you do not accept and agree to be bound by the foregoing, you should not purchase a wager through the website.
Changes. We may change these terms at any time and without notice. All changes take immediate effect and will be posted. Your continued purchases after changes are posted constitutes your acceptance of those changes. For your convenience, the effective date of these terms is posted at the top of this page. It is your responsibility to review these terms periodically for changes. In the event of any discrepancy or inconsistency between these rules and official game rules on file at the Michigan Lottery, the official game rules prevail.
Additional Terms and Rules. Additional terms and conditions may apply to your purchase, specifically including, but not limited to, the Terms and Conditions for Online Purchases and the Terms of Use for this website. Additional rules may apply to each game, specifically including, but not limited to, individual game directives and procedures. It is your responsibility to review any other applicable terms, conditions, rules, and procedures.
Purchase Requirements. To purchase a wager through the website, you must be at least eighteen years of age, be a Michigan resident, be physically located in Michigan at the time of purchase, have a properly registered account, use your own account to make the purchase, and be in compliance with any other applicable terms, specially including, but not limited to, the Terms & Conditions for Online Purchases. Any purchase made in violation of these requirements may be deemed invalid and we may refuse to award a prize or reclaim a prize already awarded.
Ineligibility. Officers and employees of the Michigan Lottery, as well as any spouse, child, brother, sister, or parent residing as a member of the same household, are ineligible. An individual or organization or employee of an organization under contract with the State Lottery is not eligible to win any prize in any lottery if the individual, organization, or employee has access to certain information not open to the general public.
Wager Selection. All purchases are final. It is your responsibility to verify your wager is correct before purchase. If you become disconnected from the website during purchase, it is your responsibility to verify whether your wager was successfully purchased by reviewing your account history.
Wager Limitations. We may limit or prohibit wagering on any particular number or combination of numbers at any time without notice.
Prize Structures. Available prizes and odds for each game are posted on the website and can be requested from the Michigan Lottery Support Center. Changes to prize structures may be made at any time without notice. If the prize structure for a game is changed, your un-played tickets remain valid under the new prize structure, or you may request a refund before the drawing occurs.
Drawings. Drawing dates, times, and results are posted on the website and can be requested from the Michigan Lottery Support Center. Drawings will be conducted at approved locations using approved drawing equipment and procedures. Drawing dates, times, locations, equipment, and procedures may be changed or canceled at any time without notice. Drawings are open to the public by prior arrangement.
Claiming Prizes. Prizes may only be claimed by the registered account holder. Prizes of $600 or less will be automatically added to your account balance. Prizes over $600 to $50,000 will be held pending your completion of the online claim process. Prizes over $50,000 must be claimed in person at the Michigan Lottery’s central office in Lansing. If you win a prize over $50,000, please contact Michigan Lottery Public Relations at (517) 373-1237 for more information. You may only win one prize per wager. All prizes will be truncated into whole dollars. All prizes must be claimed within one year of the date won or expire worthless. The claim process may be changed at any time without notice.
Cash Payment Option. For qualified prizes, you may have the option to select between annual payments or a one-time cash payment at a discounted rate. If your prize qualifies, formal notice of the cash payment option will be given at the time you file a claim. To elect the cash payment option, you must complete the payment election form within sixty days of your claim. If the election is not made within sixty days of the formal notice, the prize will be paid in annual installments. The cash payment option once elected is irrevocable, may be exercised by the account holder only, and is only allowed for the entire prize amount.
Income Tax Requirements. Prizes over $5,000 are subject to federal tax withholding for US residents and state income tax withholding at the current rate. Any money withheld in compliance with these requirements will be deposited with the federal and state treasuries under your federal identification number. At the time of claiming a prize over $600, you will be required to complete a claim form and will receive a tax statement (Form W2-G) which identifies the amount of the prize awarded and the tax withheld.
Winner Liability. Before payment of a prize over $1,000, state law requires that we determine whether you have certain unpaid debts and, if so, apply the prize to payment of that debt. See MCL 432.32. We will provide your name, prizes amount, and other identifying information to the Department of Health and Human Services within 7 days after paying a prize of $1,000.00 or more. See MCL 432.32a.
Winner Anonymity. Michigan law requires written consent before disclosing the identity of the winner of $10,000 or more from the State lottery games Lotto47 and Fantasy 5. You understand and agree that your identity may be disclosed as the winner of a prize under $10,000. You further understand and agree that your identity may be disclosed, and that disclosure may be required, as the winner of any prize from the multi-state games Powerball and Mega Millions.
Void Wagers. A wager is void if altered; counterfeit; defective; unregistered; produced in error; improperly submitted; in violation of any State or Federal law; in violation of any Bureau rule, directive, or condition; in violation of any applicable terms and conditions; or fails any Bureau security or validation test. Liability for void wagers, if any, is limited to replacement with an un-played wager of equal value or refund of the wager’s retail price.
Disputes. The only acceptable evidence of a purchase, wager, or outcome, is data contained in the Bureau’s records that pass all Bureau security tests. Printouts, photographs, screenshots, and other images are not, and will not, be accepted as evidence of a purchase, wager, or outcome. In cases of dispute for any reason, the Commissioner may at his or her sole discretion, replace the disputed wager with an un-played wager of equal value or refund the retail price of the wager. The Commissioner’s decision to replace or refund a wager is the purchaser’s exclusive remedy. All decisions made by the Commissioner are final and binding on every person making a claim.
Disclaimer. A valid lottery claim requires compliance with all State and Federal laws, all Michigan Lottery rules, regulations, and directives, and all website terms and conditions. A valid lottery claim cannot be premised on any erroneous or unauthorized communication, display, or transmission of information regardless of how that information is recorded, displayed, or transmitted.
Termination. We may terminate a game or the sale of a game through the website at any time without notice. In the event a game is terminated, the retail price of any un-played wager will be refunded.

Advertising and promotions will not be directly sent to, and purchases will not be accepted from, any person on our exclusion list.
Governing Law. All transactions and claims are governed by Michigan law and are subject to all Michigan Lottery rules, regulations, directives, terms and conditions, and subsequent changes thereto. Any dispute involving or arising out of a transaction or claim must be brought in a court of competent jurisdiction located in Michigan.
